Contract No. and Title ESSSAP-G-01, Supply, Commissioning, Training and Warranty of Container X-Ray Scanner.

Deadline for Submission of Bids: Monday 3rd August 2020

  1. The Government of the Independent State of Samoa has received financing from the Asian Development Bank (ADB) toward the cost of Enhancing Safety, and Sustainability of Apia Port and it intends to apply part of the proceeds of this financing to payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.
  2. The Ministry of Customs & Revenue (“the Purchaser”) invites sealed bids from eligible bidders for the Supply, Commissioning, Training and Warranty of Container X-Ray Scanner.
  3. International competitive bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope without Prequalification procedure and is open to all bidders from eligible countries as described in the Bidding Document.
    • To be eligible for award of the contract, the Bidder shall demonstrate that it meets financial and technical qualification criteria including the following:
      • Successful completion as main supplier within the last 3 years, of at least 5 contracts each valued at US$3million with nature and complexity similar to the scope of supply of this contract.
      • Minimum average annual turnover of $5million calculated as a total payments received by Bidder for contracts completed or under execution over the last 3 years.
      • The Bidder or manufacturer shall demonstrate that it can supply the type, size and quantity of the goods as required by Purchaser in accordance with this contract 
  4. The Bidding Document may be inspected or obtained free of charge at:
    • https://www.tenderlink.com/spa/
    • Bidders that are not yet registered with the TenderLink are required to register as a supplier to enable downloading of the Bidding Document.
    • Bid addenda, clarifications etc,….. will be issued only to those entitles that have obtained the Bidding Document from the official source or through TenderLink and formally registered their interest.
  5. Bids must be submitted through TenderLink on or before the deadline. As stipulated in the Bidding Document or as may be amended together with a Bid Security as described in Section 2 fo the Bidding Document.
  6. Bids will be opened immediately after the deadline for bid submission in the presence of bidders’ representatives who choose to attend.
